PROVIDENCE, R.I. (AP) — Cellphone providers would have to provide data about the location of a missing person’s cellphone if police determine the person is in danger under legislation introduced in Rhode Island’s General Assembly.

One of the bill’s sponsors, state Sen. James Doyle, says the legislation could save lives by ensuring that police can quickly track a person’s phone if they believe they are in danger. He says that now, cellphone providers are often reluctant to offer up the information for fear of a lawsuit. Doyle’s bill was announced on Tuesday.

The proposal is modeled after a law in Kansas that was passed following the 2007 disappearance and murder of an 18-year-old woman. Her cellphone provider initially refused to provide information on her phone’s location, information that ultimately led authorPartner Communications, which operates in Israel under the Orange brand name, has reached a settlement with a customer who claims he contracted cancer after using one of their devices.

The customer, who is in his 50s, sued Partner in May, claiming that intensive use of the device resulted in an aggressive lymphoma near his left ear. Partner agreed to pay NIS 400,000 in an out-of-court compromise settlement.

The customer is an attorney who had converted the secure room ¨C a reinforced room that doubles as a bomb shelter and is common in most new Israeli homes ¨C into an office. He claimed that he conducted a great deal of phone calls and business from the room, where cellular reception was low. In places without good phone reception, such as elevators and secure rooms, the electromagnetic radiation from cellular phones is higher than usual.

Partner’s settlement is a rare act. The company says they opted to pay the customer as a humanitarian gesture, saying in a statement, “The company is very meticulous about adhering to the guidelines of the World Health Organization, the Health Ministry, the Communications Ministry and all the relevant bodies. No scientific or medical basis was found to the claim and it was rejected by the court. Beyond the letter of the law, in light of [the man’s] personal story, the company decided on an exceptional humanitarian gesture. We wish him good health.”

Regardless of their statement, the customer’s lawsuit included a medical opinion linking mobile phone use and his disease, which raises questions about Partner. Was it concerned the opinion would be legally validated if the case when to court? Was it worried about a precedent? Did it prefer to sign the compromise agreement to save face in the media?

Israel’s other cellular companies have less to fear from lawsuits because their rules are relatively strict when held up alongside international standards. In January this year a law was passed that made the practice of cell phone unlocking illegal for users on a hardware subsidizing contract. Cell phone unlocking is the removal of restrictions placed on the device by a cell phone carrier. It is opposed to jailbreaking, which is the removal of restrictions placed on devices by manufacturers. The ruling caused widespread dismay, and led to a protest movement. The FCC said it will investigate the law, in order to ascertain whether or not it negatively affects competitiveness. The story was originally reported by TechCrunch. According to that site, FCC Chairman Julius Genachowski said the ¡°ban raises competition concerns; it raises innovation concerns.¡±

The ban on unlocking smartphones means it is illegal for users to switch their cell phone carrier on a subsidized phone. The law appears designed to protect cell carriers who pay out of pocket for hardware in the hope that they will reap a profit on monthly contracts. The ban was implemented under the Digital Millennium Copyright Act, or DMCA.

For six years the Library of Congress, which is charged with specifying the regulations of the DMCA, did not include cell phone unlocking under the act. That all changed in January, however. The FCC will now investigate that ruling and see if there¡¯s anything that it can do to change it.

The FCC chairman said ¡°It¡¯s something that we will look at at [sic] the FCC to see if we can and should enable consumers to use cheap smart phone.¡± According to Gregory Ferenstein, who originally reported the story at TechCrunch, Genachowski¡¯s tone made him out to appear anxious to do something about the law.

It is unclear whether or not the FCC has any authority on the issue of cell phone unlocking, and the first thing the regulator is likely to do is make the case for the legitimacy of this action. The technology research unit of Cyber Media (India) Ltd. says about 224 million handsets will be shipped to India in calendar year 2013 compared to 202 million in January to November last year.

The decision to increase the import tax could encourage companies to make cheaper phones, said T. M. Ramakrishnan, chief executive at local handset maker S Mobility Ltd. ¡°This decision will surely impact the industry¡¯s focus on making smartphones more affordable,¡± he said. Smartphone and feature phones sales are on the rise in India as telecom operators are providing high-speed Internet and other communications services. They are also encouraging users to use data services on their handsets as margins are higher than traditional voice telephone services. The High Definition Multimedia Interface (HDMI) 1.4 specification supports cinema-quality video resolution of 2160p (3840 by 2160 pixels), also known as Quad HD, ¡°4Kx2K,¡± or just ¡°4K.¡± It also can support true 1080p 3D video at a 60-Hz refresh rate. The 2160p format allows for four times as many screen pixels as the ubiquitous 1080p TV format and runs at a data rate of 2.97 Gbits/s (also known as 3Gbps). Until recently, integrated silicon solutions for systems engineers to design 2160p and 1080p 3D 60-Hz video systems have not been available.

Applications for 3Gbps HDMI solutions include audio/video receiver (AVR) boxes, video wall displays, switchers, extenders, 4K projectors, and 1080p60 3D video generation. As the insatiable demand for video resolution continues to increase, more 3Gbps applications will come to market. 3Gbps HDMI interface solutions provide new features to the video space that were not previously available in past versions of the HDMI specification.

The fast data rate requirements of the latest video resolutions are pushing the limits of physics on the standard FR4 PCB material. The first is poor transition-minimized differential signaling (TMDS) intra-pair matching and poor termination (see ¡°What Is TDMS?¡± below). Next is the capability to recover HDMI data in spite of attenuation loss on cables and FR4 board material. Finally, crosstalk with other noisy signals can cause inter-symbol interference (ISI). Any one or all of these issues could degrade the video signal enough to be inoperable in the system.

With a data period of only 336.7 ps, the timing skew relation between all of the HDMI signal paths must be closely watched during system board design. Each TMDS signal pair should be routed as close together as possible to keep the trace lengths within the pair matched and to maintain 100-¦¸ differential impedance along the entire transmission line. In addition, each of the three pairs of traces should be kept the same length to minimize the inter-channel mismatch at the HDMI receiver chip.

Care should be taken to avoid routing the TMDS data signals adjacent to or over other digital communications and clocks, such as the Display Data Channel (DDC) interface or the Consumer Electronics Control (CEC) control lines. Such routing could induce unwanted crosstalk to couple onto the TMDS signals, causing bit errors.luoqiyin666

Due to the permittivity of commonly used FR4 material of 0.45 to 0.48, ¨C1-dB signal attenuation can be seen for approximately every 8 inches of total trace length within the HDMI transmission line. All other passive electrostatic discharge (ESD) protection devices and connectors will further increase the attenuation of the signals and further distort the impedance matching. Although higher-performance PCB materials are available to the designer, they may be cost prohibitive for high-volume consumer electronics applications. To pass HDMI physical-layer (PHY) compliance testing at 3Gbps, the attenuation on the TMDS signals must be minimized to meet both Tx and Rx system requirements.

The HDMI cable typically acts as the largest component of signal attenuation within a video system. The magnitude of attenuation over an HDMI cable largely will depend upon its length and the quality of the wire gauge used. For example, a 30-meter 24 American Wire Gauge (24AWG) cable will attenuate a 2.97-Gbit/s (1485-MHz) signal significantly (Fig. 1). The signal at the far end of the 30-meter cable will be seen as ¨C28 dB relative to the power at the beginning of the cable.
